A group of women said today that a candidate for California’s 39th district, Raul Bocanegra, has faced an allegation of sexual harassment “several years ago,” a claim that they want to know more about as he faces off against embattled L.A. city Councilman Richard Alarcon for the office.

A letter from the dozen female signatories went out today to assembly rules committee chair Nancy Skinner.

It makes this request:

We are asking that you please make public any sexual harassment complaints made against Raul Bocanegra, including what the investigation found of said complaint and whether or not a financial settlement of any kind was reached. These are taxpayer dollars and voters have a right to know if a State employee’s sexual harassment settlement cost the taxpayers money while still allowing him to continue to walk the halls of the State Capitol.

The letter claims that …

… We have been made aware of from various elected officials within the state capitol that a complaint of sexual harassment was filed against the Chief of Staff to Assemblyman Felipe Fuentes, Raul Bocanegra. This complaint was made by a female California state employee and was filed several years ago.

After a copy of the document was forwarded to the Weekly, we called the top signatory, charter school psychologist Danitza Pantoja, who confirmed that it was sent today.

She says she was leaning toward supporting Bocanegra in the race until learning of the old allegation. Now, she says:

I wouldn’t want to to support someone like this if it’s true.

Other signatories include Amber Martinez, a recent L.A. city council redistricting commissioner who was appointed by Mayor Antonio Villaraigosa, and Yamilet Juerra and Paloma Cisneros of the Latino Democrats of the San Fernando Valley.

The race between Bocanegra and Alarcon has already become contentious, and this hit our desk like a pile of mud.

Both men seem to have powerful allies in California’s Latino-Democrat machinery: Bocanegra counts state Sen. Alex Padilla as a backer; Alarcon has assemblyman Gil Cedillo in his corner.

Still, Pantoja says the concern over a years’ old sexual harassment claim is sincere:

We have the right to know who we are electing.

We called Bocanegra’s campaign office for a response and had yet to hear back.

What arouses a woman’s libi-don’t?

Riding a bike, especially one with low-set handlebars, according to a new study from Yale University.

Does biking decrease sexual arousal in women?

Anyone who’s been on a bike knows that your body weight rests heavily on the seat, which puts pressure on the genital area. So it’s not too shocking that female cyclists have decreased sensation in the pelvis area, as the study reports.

The study also notes:

“Genital sensory stimulation has been shown to play a critical role in sexual arousal and the erectile response in men.”

Of the 48 women studied, all of whom bike at least 10 miles a week, those with lower handlebars tended to most experience a loss of nerve fibers and decreased genital sensation. These cyclists had to lean forward to grasp the handlebars, increasing the strain on the pelvis area.

Studies on male cyclists go back several years and show that riding increases the risk of erectile dysfunction.

As city government strives to make Los Angeles streets more bike-friendly — painting a green bike lane on Spring Street, closing miles of streets to motorists for CicLAvia — could it detract from the city’s reputation as a place to get some?

The Saxon Steps, a.k.a. the “Rape Trail.”

A UCLA student was sexually assaulted on campus early today, according to campus police.

The attack happened about 2:20 a.m. “at the top of the Saxon steps,” according to a UCLA police statement.

The school reported two sexual assaults in fall. We left a message with a UCLA police spokeswoman to ask if the crimes might be related. In all the cases …

… the suspect’s race was said to be the same. But, the description in today’s attack paints a picture of a skinnier guy:

… 6’0″/150, brown short hair, Blue eyes, wearing shorts, white t-shirt, with an oval face.

Our description of a suspect in at least one of the two attacks from September:

6 feet, 1 inch tall with a “heavy build” and short brown hair and wearing a Nike t-shirt, athletic shorts and white shoes.

Cops said the attack happened after the suspect, at the top of the steps, “contacted” the victim somehow.

UCLA police are continuing to investigate this latest assault. They’re telling women on campus not to walk alone at night if possible.

[Added]: This wikimapia entry for the Saxon Steps says the location is also known as the “rape trail:”

It has become commonly known to UCLA students as “Rape Trail” due to its low-lighting and path along somewhat heavy shubbery, alluding to prime conditions for a rapist to lurk. There have in fact been no rapes committed on this trail.

[Update at 6:22 p.m.]: Nancy Greenstein, director of community services for UCLA police, tells us that authorities on campus don’t think today’s assault and September’s attacks are related.

She noted that the account of the latest attack suspect could describe a student (whereas the man in at least one of the September attacks apparently drove a van and sounded a bit homeless-esque if you ask us).

And, Greenstein said, investigators looking into the morning crime are following up on “a number of leads” as we speak.

OK, ew.

​The most infuriating part about the California State Senate’s reported $ 120,000 payout on behalf of Senator Roderick Wright (D-Inglewood) last year — just now revealed by the Los Angeles Times — is that officials are treating it like nothing out of the ordinary.

Wright was accused by former aide district coordinator Fahizah Alim of sexual harassment in the workplace.

A spokeswoman for Senate leader Darrell Steinberg (D-Sacramento) tells the Times that such secrecy is the norm for “personnel issues” like Wright’s.

But when the taxpayers write your checks, it seems reasonable enough to let them know they’re cleaning up your “personnel issues” for you, right? Especially when those issues extend into the realm of dirty sexual-deviance claims, about which the voters have a history of giving a very large damn. (If Bill Clinton, Anthony Weiner, Herman Cain, etc. are any indication.)

The top-secret payout, approved at a closed-session Senate meeting, “is totally unacceptable,” Lew Uhler of the National Tax Limitation Committee tells the Times. “When the taxpayer is asked to pay those funds, then the taxpayer has the right to know those details.”

State officials apparently don’t agree:

Asked why taxpayers, rather than individual lawmakers, fund the payouts, [Steinberg's spokeswoman] said the complaints and their resolution are matters “between employer and employee,” and the Senate is the employer.

The Senate routinely settles such claims privately, with confidentiality clauses that leave taxpayers in the dark. In 1975, the Legislature broadly exempted itself from the California Public Records Act, determining that “records of complaints to or investigations conducted by . . . the Legislature” need not be disclosed. The exemption applies to the Assembly as well as the Senate.

​Wow. Sweet deal! Kind of reminds us of that little loophole in the law against insider trading, through which our elected officials graciously exempt themselves.

Alim, the woman who reportedly collected $ 120,000 in the sexual-harassment settlement, is a well-known face around Sacramento/SoCal government offices — she was working for Senator Carol Liu of La Cañada at the time of the payoff. (Just a hop-skip across Los Angeles from Wright’s district, though lightyears more WASPy in demographic. But wait! Wright was also charged, last year, with six felony counts of voter fraud for pretending he lived in Inglewood while sitting pretty in Baldwin Hills. Dude can’t seem to stay out of trouble.)

And it appears Alim currently works for Senator Curren Price, another Inglewood representative.

One last fun fact about the Wright accuser: She was aboard the Carnival Splendor, the infamous cruise ship that recently found itself stranded for days off the coast of Mexico after a boiler-room fire. She gave extensive interviews about the horrific (!) conditions on board:

Fahizah Alim of Sacramento said the ship’s crew “tried to get creative” with the limited cold food, which included Spam, Pop Tarts and canned crab meat. “The more creative they got, the yuckier it got,” Alim said.

Perhaps the same could be said of Wright?

Sorry, that was low. We’re just not all that pleased with the thought of funding some Sacramento horndog’s (alleged) slimy urges, then having to find out about it almost a year later from a still-cloudy Times report. Anyone want to man up and tell us what we just paid for? Feel free to use explicit detail.

Herman Cain’s presidential campaign isn’t over yet. The GOP candidate has lost support in recent weeks due to several sexual harassment allegations against him, but the Cain train is still rolling strong. Herman Cain was at the top of a recent CBS opinion poll.

The new poll shows that Herman Cain is still the favorite candidate ahead of Mitt Romney and Newt Gingrich. Cain and Romney both saw a drop in support since late October while Newt’s support has grown. 18% of Republican primary voters say that they would vote for Cain. 17% are undecided, 15% say they will vote for Romney, another 15% said they would vote for Gingrich, and 14% said they wouldn’t vote for any of the current GOP candidates.

CBS reports that the sexual harassment accusations against Cain aren’t having much of an impact. 61 percent of Republican primary voters said that the accusations wouldn’t affect their vote.  30 percent said it would make them less likely to vote for him. That number only grows to 38 percent among women.

Herman Cain has received criticism for his 9-9-9 tax plan, which he allegedly stole from a video game, his proposal to build a giant electric fence to keep our borders safe, and recently, five women have come out to accuse Cain of sexual harassment. Still, according to the poll, Cain is the most viable candidate.

Ashley Billasono spent six hours on Twitter sending messages about being molested by a family member and then forced into prostitution before taking her own life.

The 18-year-old sent out messages to her 500 Twitter followers in what has been largely seen as an attempt for her to reach out to anyone willing to listen and talk about her ordeal.

According to Fox News Houston none of the young girls followers sought help for her as she sent out 144 messages relating to her rape and forced prostitution.

Billasano spoke with authorities in 2010 about her sexual abuse at the hands of a family member however officials didn’t have enough evidence to press charges, that’s what led Ashley to tweet:

“That’s when I changed … I didn’t care anymore and the people I was meeting gave me no reason to.”

Before taking her own life she announced her suicide on the social network Tweeting:

“I’d love to hear what you have to say, but I won’t be around.”

Her last tweet read:

“I hope I get this right.”

Billasano killed herself with a suffocation technique she read about on the internet.

According to a police spokesman:

‘It’s obvious she needed somebody to talk to and that’s what I believe those tweets were.” The rep continued, “She was trying to communicate and trying to get people to talk to her.”

It’s still unclear if any further efforts can be taken to uncover the truth about her sexual abuse at the hands of her family member. What the issue does reveal is that suicide hotlines and other teen outreach programs need to push more into the 21st century and discover new ways to find and reach out to teens and other internet users in need who spend an increasing amount of time using social media as their main means of communication.
